County Parks, Centers & Facilities Update
September 3, 2021

● All James City County Parks & Recreation parks, recreation centers and facilities are open and operating at normal capacities.

Labor Day Update:
●Recreation Centers - The James City County Recreation Center and the Abram Frink Jr. Community will be closed on Labor Day, Sept. 6.

●Parks - All County parks and park stores/offices are open on Labor Day.

Please Note:
…the Chickahominy Riverfront Park outdoor pool and splash pad are open Labor Day weekend, Friday, Sept. 3-Monday, Sept. 6. Operating hours are Friday & Saturday, 11 a.m.- 7 p.m. and Sunday & Monday, 11 a.m. 6 p.m. Pool fees apply. For the list of fees, please visit The pool and splash pad close for the season at 6 p.m. Sept. 6. Beginning Sept. 5, operating hours for Guest Services Office/Store will be 8 a.m.-5 p.m. daily.

....the Upper County Park pool is open Labor Day weekend - Friday & Saturday, 11 a.m.-7 p.m. and Sunday and Monday, 11 a.m.-6 p.m. Pool fees apply. To learn more about the park, visit us online or call 757-259-5360.

●The Middle School Teens on Point (T.O.P) program will not operate for the 2021-22 school year due to low enrollment and lack of transportation resources. For more information, call 757-259-5378. The REC Connect program for elementary age school children is operating on normal schedule. For more information, visit

● The Fall 2021 Activity Brochure is available and details offerings though mid-January. Copies can be downloaded from our homepage at or picked up at the James City County Recreation Center, the Abram Frink Jr. Community Center, the Satellite Services Office in Toano, Chickahominy Riverfront Park, Freedom Park Interpretive Center, public County offices and at the James City County and Williamsburg libraries. ● In all parks and facilities and for all programs, events and activities: In compliance with the Centers for Disease Control and Prevention (CDC), all youth and adults who are not fully vaccinated should continue to cover their mouth and nose with a mask/face covering and maintain the recommended CDC physical distance from other individuals who are not family members.

Project Updates
●Park Improvement Project Underway at James City County Marina

The James City County Marina improvement project has been delayed, but is underway and continues to address existing infrastructure issues. The improvements will be constructed in two phases; completion of Phase I is scheduled for January 2022. Billsburg Brewery remains fully operational during construction. Visitors to Billsburg and the Marina store must enter the park via a temporary access road across from the Jamestown Settlement parking lot. The main entrance to the Marina is closed for the duration of the improvement project. The Marina store is open for bike rentals and refreshments; however, the refueling station, boat ramp and paddle craft launch remain closed during construction. Patrons who need marine fuel during construction may refuel at Surry Seafood Company Marina in Surry, VA. For more information about refueling, call 757-294-3700. Visitors wishing to rent paddle craft may do so at Jamestown Beach Event Park, Chickahominy Riverfront Park and Little Creek Reservoir Park.  Paddle craft may be launched at no cost at Jamestown Beach Event Park and at Powhatan Creek Park and Blueway. Boaters may use the boat ramp at Chickahominy Riverfront Park, click here for fee information. Phase II construction includes replacement of the covered floating docks, a new boat ramp and increased parking. Funding is anticipated in 2023-2024 fiscal year. ●Warhill Sports Complex Access Road to Close For Repair Work
The Warhill Sports Complex access road will be closed on weekdays beginning Sept. 7 from 9 a.m.-3 p.m. for asphalt repair work. Crews expect to complete the repairs by the middle of September.

The Longhill Road and Opportunity Way entrances will remain open.  

The access road is located between the outdoor basketball courts and the Sanford B. Wanner Stadium, 4900 Stadium Road. For more information, call the Parks office at 757-259-5395.
