Streetlight Program

About

The General Services Department administers citizen requests to facilitate streetlight installations. Proposed street light installations must meet specifications found in Chapter 19 of the James City County subdivision ordinance. The Virginia Department of Transportation (VDOT) Streetlight Standards requires a light size of 5,000 lumens and a distance of 300-400 feet between lights.

Repair or Replace a Streetlight
Streetlights are maintained by Dominion Energy. If a light is out, call 866-366-4357 for repair/replacement. For more details about the information needed when reporting a streetlight outage, visit Dominion Energy’s website.

Residential Requests

  • Step 1: Determine the signatures required based on the lights requested and type of area. Requests of 3 or fewer lights shall include the signature of the owner or resident of any dwelling which is located within 150 feet of the proposed location of each streetlight. Requests of more than 3 lights requires signatures of the owners or residents representing 60% of the subdivision.   • Step 2: Complete and submit the application below.
  • Step 3: Upon receipt of the petition and application, General Services will assess the street lighting needs of the area and develop an overall street lighting plan in conjunction with Dominion Energy and the Highway Department. The plan may require Dominion Energy to obtain an easement and will include the size and location of all streetlights, along with a budget for installation cost and annual service charges. The plan and budget should then be submitted to the Board of Supervisors with copies of the petition and General Services assessment of the street lighting needs for the area.

Non-residential Requests

  • Step 1: Determine signatures required based on the lights requested and type of area. A petition or statement is required from at least 60% of the residents or property owners in the area to be served requesting or supporting additional street lighting.   • Step 2: Complete and submit the application below.
  • Step 3: General Services will submit concerns to the James City County Police Department. The Police Department will conduct an analysis of public safety problems in the area and whether such problems could reasonably be expected to be alleviated by additional street lighting. The analysis will include the petition or statement from at least 60% of the residents or property owners in the serviced area. Then, the Police Department will develop an overall plan for the additional street lighting in conjunction with General Services and Dominion Energy Virginia and determine the cost of both installation and annual service charges. They will prepare a report and recommendation to the Board of Supervisors for approval along with copies of the petition and the costs involved.
